Child Services Employee Arrested for Forcing a Mother into Prostitution Ring

DELAWARE COUNTY, PENNSYLVANIA – A former child services employee in Pennsylvania is being charged with human trafficking for the alleged pressuring of a mother who has children in foster care and forcing her into prostitution, according to authorities.

27-year-old Sicklerville, New Jersey woman Candace Talley was arrested on Thursday and is also facing accusations of recruiting additional women victims into participating in an extensive prostitution ring, according to a statement released by Delaware County District Attorney Jack Stollsteimer.

Candace Talley worked for the Division of Children and Youth Services in Delaware County, Pennsylvania in 2017. During that time Talley was managing a woman’s case and coerced that woman who had children in foster care to be a prostitute and in exchange, the woman would be favored in a custody recommendation, Stollsteimer stated.

Jack Stollsteimer said in his statement that, “It is truly horrible, and beyond imagination, that someone who is responsible for ensuring the welfare of children would pressure their mother into acts of prostitution for her own personal enrichment, and with the promise of a favorable custody recommendation, as this defendant is charged with doing.”

The mother was also promised by Talley that her drug tests would be falsified to ensure a favored recommendation in the custody of her children, authorities said.

Candace Talley was also working as a pimp and allegedly transported other women to and from prostitution jobs and would take more than 25 percent of the money the women earned.

Talley is being charged with trafficking individuals, corrupt organizations, promoting prostitution and other related offenses.

Candace Talley hasn’t worked for the DCYS in Delaware County since 2017. Talley posted her unsecured bond amount of $25,000 and is currently under home monitoring, her criminal case is pending trial.
