Louisiana Man Glenn Sullivan Sr. Gets 50 Years and Physical Castration for Raping and Impregnating a 14-Year-Old
Glenn Sullivan Sr., 54, of Springfield, Louisiana, will spend the rest of his working life behind bars and has agreed to be surgically castrated after he repeatedly raped a 14-year-old girl and fathered her child. The case helped push Louisiana toward the harshest sex-crime penalty in the country.
District Attorney Scott Perrilloux of the Twenty-first Judicial District announced that Sullivan had been sentenced to 50 years and ordered to undergo physical castration. He entered a guilty plea to four counts of second-degree rape on April 17, 2024. Judge William Dykes handed down the sentence on April 22.
The case began in July 2022, when a teenage girl told detectives at the Livingston Parish Sheriff’s Office that Sullivan had sexually assaulted her multiple times beginning when she was 14. She became pregnant. A DNA test identified Sullivan as the biological father. Prosecutors said he had groomed her and used threats of violence against her and her family to keep her silent. “So many of these types of cases go unreported because of fear,” Perrilloux said. “The strength it must have taken for this young woman to tell the truth in the face of threats and adversity is truly incredible.”
The castration order sits on a 2008 Louisiana law that allows judges to sentence certain sex offenders to chemical castration and permits an offender to consent in writing to physical castration as an alternative. Sullivan chose the surgical option. Assistant District Attorney Brad Cascio said he pushed for the punishment because of the severity of the crimes and Sullivan’s criminal history, and believed it was the first time physical castration had actually been ordered in the state. “Sex crimes against juveniles are the most malicious crimes we prosecute,” Cascio said. “I intend on using every tool the legislature is willing to give us, including physical castration, to seek justice for the children in our community.”
There is a wrinkle. Under the statute, the Louisiana Department of Public Safety and Corrections cannot perform the procedure more than a week before an inmate’s release. On a 50-year clock, Sullivan would be past 100. The castration clause is a sentence that, as written, may never be carried out.
Louisiana then made the penalty a judge’s order
Sullivan’s case became a flashpoint. In the months after his sentencing, Sen. Regina Barrow authored Senate Bill 371, allowing a judge to order surgical castration as a sentence in its own right when the victim is under 13. Gov. Jeff Landry signed it in June 2024. It took effect August 1, 2024, making Louisiana the first state to authorize judges to impose surgical castration as a criminal punishment. Refusal can add three to five years. Civil-liberties advocates, medical ethicists, and some legal scholars argue court-ordered castration is cruel and unusual and that a physician cannot ethically perform a procedure designed as punishment. Supporters, led by Barrow, say the threat may deter the worst offenses against children. The constitutionality fight is expected if and when the punishment is actually carried out.
