Connecticut Man’s Fiery Escape from Two Decades in Captivity Caught on Video, Biological Mother Speaks Out

Stepmom accused in Waterbury captivity case receives additional charges

A harrowing case of long-term captivity has emerged from Waterbury, Connecticut, where a 32-year-old man allegedly held prisoner by his stepmother for over 20 years managed to escape by setting fire to his confinement room on February 17, 2025, we previously reported.

The Desperate Escape

The victim, whose identity remains protected, was found severely malnourished, weighing just 68-69 pounds despite being 5’9″ tall. Police reports indicate he had been locked in an 8-by-9-foot room since he was approximately 11 years old, receiving only two sandwiches daily and minimal water.

“I wanted my freedom,” the man told responding officers when explaining why he used a lighter, hand sanitizer, and printer paper to start the fire that led to his rescue.

Body camera footage shows firefighters carrying the man from the burning home, while his stepmother can be seen “frantically yelling at the emergency responders while carrying a small dog”.

The Biological Mother’s Heartbreak

The victim’s 52-year-old biological mother, who wishes to remain anonymous, expressed her devastation upon learning about her son’s ordeal:

“I’m heartbroken,” she told NBC Connecticut. “I still just can’t fathom it. How can anybody treat somebody like that?”

She revealed she had given up custody when he was a baby but had been searching for signs of him for decades. The mother learned of his discovery when her sister called her at work saying, “We found. We found him”.

Despite the years of separation, she expressed pride in her son’s courage: “He’s so strong, and I’m so proud of him for doing what he needed to do. I wish he did it sooner”.

Family’s Search Efforts

The victim’s half-sister, who is almost 35, joined in searching for her brother once he became an adult:

“I just want him to know that he has a big sister, and I’ve always known he’s existed, and I’ve always loved him, and I’ve always been trying to find him. I’ve been looking for him for over a decade… And there was nothing. No social media, no court records, no ancestry information, nothing,” she said.

Horrific Living Conditions

According to police reports, the victim endured shockingly inhumane conditions, including:

The Stepmother’s Response

Kimberly Sullivan, 56, faces multiple serious charges including assault, kidnapping, unlawful restraint, cruelty, and reckless endangerment. She posted $300,000 bail on March 13th and was released from custody.

During the 911 call that day, Sullivan requested emergency services, claiming her stepson “did something with the TV” and was “kind of passed out”.

Her attorney, Ioannis Kaloidis, maintains Sullivan’s innocence, stating: “She wasn’t controlling anything in his life… She continued to maintain the home, she continued to get groceries, she continued to keep the lights on, the heat on, and provided a shelter”. She pleaded not guilty and her attorney opted for a jury trial, with the court ordering her fitted with a GPS monitor but stopping short of house arrest. In the year that followed, the prosecution sharpened its case: on March 12, 2026, exactly one year after her arrest, the state replaced the single second-degree kidnapping count with two counts of first-degree kidnapping, a more serious charge that carries a steeper penalty in Connecticut, while the assault, unlawful restraint, and cruelty counts remained. Sullivan has continued to deny everything, and her defense has signaled it will not accept a plea deal short of the case being thrown out, steering the matter toward trial.

Justice and Investigation

The victim’s biological mother has demanded charges against everyone who was living in the Waterbury home, stating about Sullivan: “She needs to actually spend the rest of her life in solitary confinement and fed two cups of water a day”.

Waterbury Police Chief Fernando Spagnolo announced that investigators will examine records from city schools and state child welfare agencies to determine how this prolonged abuse escaped detection. Those questions cut deep, since records later showed authorities had first looked into the family back in 2005, when the boy was around 11 and reportedly seen begging classmates for food, but the case slipped away. As the prosecution moved forward, the courts also handed the defense significant ground: in October 2025, a judge allowed Sullivan to return to the Blake Street home where the captivity allegedly took place and granted her attorneys access to the victim’s new alias, address, and medical records, with a warning not to share the information. The young man, who now asks to be identified only as “S,” has begun rebuilding his life under a new identity and has spoken publicly about reclaiming it.

The victim’s biological mother hopes to reunite with her son soon, emphasizing, “He does have everybody here, on both sides, on both sides of his family that love him, and have looked for him”. Now publicly identified as Tracy Vallerand, she has continued to press for justice outside the courthouse, telling reporters she is relieved her son is growing stronger and healthier even as she argues the state failed to protect him and is still failing her now by keeping her from seeing him.
