Irish Man With Osteoporosis Pleaded Guilty Over $4.86 of Cannabis After Gardaí Searched His Flat
COUNTY CORK, IRELAND — Paul Lee, 54, of The Heights, Dromleigh, walked into court with a solicitor over €4 of cannabis — about $4.86 — and a grinder. Gardaí had searched his apartment. He pleaded guilty. His lawyer, Eamonn Fleming, told the court Lee has osteoporosis, is a recovering heroin addict, and uses a small amount for pain. The Irish Examiner and Newsweek put the number on the page in May 2021. That is the whole case. Four euros. A criminal file.
Ireland still treats personal possession as a criminal offense under the Misuse of Drugs Acts. First-offense fines start around €1,000. Repeat offenses can mean prison. Gardaí can issue an Adult Caution instead of charges. They did not have to turn a pain patient with a grinder into a defendant. They did.
The recommendations piled up. The law did not move.
A Citizens’ Assembly on Drugs Use recommended a health-led response, including effective decriminalization of personal possession, in January 2024. A Joint Oireachtas committee endorsed decriminalization. Gino Kenny’s 2022 bill to legalize possession of up to seven grams has not become law. In June 2026 another committee again recommended decriminalizing all personal-use drug possession. As of August 2026, recreational cannabis is still illegal. The Medical Cannabis Access Programme covers three conditions and had enrolled only about 74 patients in five years. The government opened a review of that program in April 2026.
