The AEGIS Alliance is offering a $5,000.00 USD cash reward for each arrest and conviction tied to named Costa Rican public attorneys and officials in the Enzo Vincenzi complaint. The offer stands on the same packet Vincenzi sent to President Rodrigo Chaves, then-U.S. Ambassador Cynthia A. Telles, and OIJ Director Randall Zúñiga. The names have not been withdrawn. The zip file of exhibits is still on this site. What has changed around the case is the diplomatic desk in San José and the fact that Costa Rica later handed one of its own former security chiefs to Texas on a separate U.S. drug indictment.

These individuals are implicated, in Vincenzi’s filings, in conflict of interest, discriminatory hate crimes, conspiracy to commit murder, and the filing of falsified domestic violence charges — two of which were lodged in the Costa Rican Supreme Court and the Jacó Police Department. Two U.S. citizens, Carly Huba and James Huba, are accused in the same packet of conspiring with those actors, publishing slander and defamation against Vincenzi and his hotel business on TOP WIRE News, Medium.com, TripAdvisor, and Facebook, and working a scheme meant to defraud U.S. investors of money and real estate while targeting Vincenzi’s home and hotel in Costa Rica.

The documented public court evidence has been provided to President Rodrigo Chaves, U.S. Ambassador to Costa Rica Cynthia A. Telles, and OIJ Director Randall Zúñiga. Ambassador Telles left the post on January 19, 2025. Ambassador Melinda “Mindy” Hildebrand presented credentials in San José on January 8, 2026. Contact lines that still name Telles are kept here as part of the original record, not as a claim that she remains in office.

Vincenzi describes a residency-and-real-estate trap. Foreign buyers are told that $150,000.00 USD or more buys a path to Costa Rican residency and a clean title. Instead, he says, investors are boxed in, hit with fabricated criminal papers — including fraudulent domestic violence counts — and then watched as liens and lawsuits land on their properties in the National Real Estate Public Records. Once the investor is expelled, the property is the prize. The AEGIS Alliance has published the complaint package and the later narrative files so readers can test that claim against the exhibits rather than against a press release.

Costa Rica amended its constitution in 2025 to allow extradition of its own nationals on drug-trafficking and terrorism charges. On March 20, 2026, the country sent former Security Minister and ex-Supreme Court judge Celso Manuel Gamboa Sánchez to Texas on a U.S. cocaine indictment, with Edwin López Vega on the same flight. That handover is a drug case. It is not a verdict on Norma Cayaso, Carlos Villegas Méndez, Tobiás Murillo, or the other people named above. It does show that San José will now move a Costa Rican official when Washington presses hard enough on narcotics paper.

Travel guidance has also shifted since this reward was first posted. The U.S. Department of State travel advisory for Costa Rica stands at Level 2, “Exercise Increased Caution,” for crime, in the advisory issued April 2, 2026. It is not Level 3. Older copy on this page that described a Level 3 warning is corrected here. Canada and the United Kingdom continue to publish their own crime cautions for parts of the country. None of those advisories adjudicate Vincenzi’s civil and criminal claims. They do describe a security climate in which property fights and street crime sit on the same map.

The legal theory in the packet is not subtle. Vincenzi says attorneys who were supposed to shepherd residency filings instead blocked them, manufactured conflicts, and used the courts as a removal tool. He says that once a foreign owner is off Costa Rican soil, a lien in the public registry is easier to defend than a person standing in a Jacó courtroom. He calls that sequence a hate crime against U.S., Canadian, and other foreign investors. Those are his words and his exhibits. The AEGIS Alliance is publishing the reward because the names are specific and the documents are downloadable, not because a Costa Rican tribunal has already convicted the list.
