The CARES Act was sold as a $2 trillion rescue. The language made it a $10 trillion machine. About $425 billion of a $500 billion corporate pot was handed to the Federal Reserve as seed for a $4.25 trillion loan book aimed at corporations, Wall Street, and billionaires. If they could not pay it back, taxpayers would. Small businesses got low-interest loans they still had to service while revenue was dead. Loan forgiveness existed only if they lasted long enough to get in line.

Congress.gov went dark for nearly 22 hours while the Senate moved the bill. Both parties used the outbreak as cover. The CDC wrote coronavirus surveillance into the package. China had already rolled out a mandatory phone app that ordered people to quarantine themselves.

What we warned about happened. Shake Shack and the Los Angeles Lakers operator pulled Paycheck Protection Program money meant for mom-and-pops. The Fed bought bonds of roughly 500 large companies; a House probe found nearly half had been accused of illegal conduct in the prior three years. In June 2023 the SBA inspector general estimated at least $200 billion — about 17 percent of $1.2 trillion in PPP and EIDL — went to potentially fraudulent actors. Justice Department cases were still producing decade-plus sentences into 2026.

A 2026 Journal of Financial Economics study found markets flooded with PPP fraud saw home prices about 5.8 percent higher, with flagged recipients buying houses in 2020 and 2021 on stolen relief. Big business bought the small businesses that ran out of runway. That was the design.
