The first massacre at a U.S.-backed food site in Rafah was sold as a crowd-control accident. It was a preview. On June 1, 2025, Gaza’s Health Ministry counted at least 32 Palestinians killed and more than 200 wounded as they walked toward a Gaza Humanitarian Foundation hub. By the time that foundation folded in November, the ministry said more than 2,600 people had been killed and at least 19,182 wounded while trying to collect food.
That is not a logistics failure. It is what happens when a military occupier replaces hundreds of UN distribution points with four fenced “mega-sites” inside firing zones and then treats hunger as a targeting problem. The New Humanitarian later tallied nearly 3,000 aid seekers killed across 23 months when GHF-site deaths were stacked with earlier Israeli fire on people walking toward trucks. Almost 20,000 were wounded. The geometry did not change. Only the logo on the tent did.

Israel sealed Gaza on March 2, 2025, and kept food, water, fuel, and medicine out for about eleven weeks. When a trickle returned, it did not return through UNRWA. The Gaza Humanitarian Foundation, backed by Washington and Jerusalem, opened on May 26 with four contractor-guarded sites. Families had to walk miles, often through evacuation zones, to reach them.
Jake Wood, a former U.S. Marine hired as GHF’s first executive director, quit on the eve of operations. He said the scheme could not meet the basic rules of neutrality. More than 170 charities, including Oxfam and Save the Children, refused to work with it. The United Nations called the model a death trap. The design was the tell. UNRWA and partner agencies had run a dense net of neighborhood points. GHF collapsed that net into four chokepoints that an army could see, fence, and fire across. People who wanted flour had to present their bodies to the only doors left open. Then the doors became kill zones.

The International Committee of the Red Cross took in scores of gunshot and shrapnel cases after the June 1 Rafah incident. Nasser Hospital logged 28 bodies and about 150 wounded. Israel said troops fired only warning shots at “suspects.” Haaretz later reported that soldiers were ordered to shoot unarmed crowds away from the food lines, a drill some called “Operation Salted Fish.” Benjamin Netanyahu called that a blood libel. Former contractor Anthony Aguilar called the same gunfire a war crime.
Doctors Without Borders treated patients from the hubs all summer and labeled the points “sites of orchestrated killing.” On August 1, the same day a U.S. envoy toured a GHF site, a 15-year-old was killed near the Al-Shakoush hub while trying to get food. Twenty-eight UN experts demanded the foundation be dismantled as a cover for military and geopolitical aims.

The October 10, 2025, ceasefire let GHF abandon the sites. On November 24 the foundation declared its “mission” over and bragged about 187 million meals. The UN human rights office had already counted well over a thousand aid-seekers dead, most near GHF points, most attributed to Israeli fire. The Health Ministry’s later totals made the self-congratulation obscene.
Israel kept blocking established NGOs after the truce. UNRWA still could not bring its own food through the gate. The IPC famine finding in Gaza City in August 2025, and the starvation deaths that followed, sit next to those 2,600 aid-line dead as one policy: starve the strip, then shoot the people who walk toward the only door you left open.

Anyone still arguing that June 1 was a misunderstanding has to explain the next hundred days. Isolated incidents do not produce 2,600 dead at food sites. Isolated incidents do not produce a foundation so radioactive that 170 charities would not touch it. Isolated incidents do not produce a UN expert statement calling the project a cover for military aims.
The United States had a choice about whether to underwrite a four-site replacement for the UN system. It chose the replacement. That choice is now part of the death toll, not a footnote under it. When American officials toured a hub on the same day a teenager was killed trying to reach another hub, they were not witnesses who arrived too late. They were patrons inspecting a project that already had a casualty ledger. The AEGIS Alliance will not treat a body count at a soup line as a misunderstanding. The sites are closed. The dead are not. Anyone replicating the GHF model is copying a kill zone and calling it charity. Keep the names of Wood, Aguilar, MSF, and the Health Ministry on the same page as Netanyahu’s denial. The record is not confused. The public-relations strategy is.
