On september 26, 2024, united states المستثمر انزو فينسينزي أرسل الشكاوى المصدق عليها to the American mission in San José. He accused the embassy, then led by Ambassador Cynthia A. Telles, of organized public corruption, human rights violations, obstruction of justice, and negligence. The AEGIS Alliance is publishing that packet as an allegation file. It is not a Department of Justice indictment. No State Department charging document against embassy staff on these claims has been posted. The complaint still exists. The people who sat in the building have changed. The questions in the PDF have not.

He says that on September 17, 2024, after an attack by people he identifies as corrupt officials and public attorneys, he was left outside the embassy for more than 45 minutes without medical help. He says staff refused him entry when he tried to report death threats. He says a call was cut off. He says residency filings were blocked until he could not reliably buy food, water, or care. He says five death threats from Costa Rican officials and attorneys were logged and ignored. He ties those threats to fabricated domestic-violence charges and a foreclosure attempt already described in the September 6 notice.

If those facts were proven in a U.S. proceeding, they would cut against the consular brief every embassy posts on its wall and against the Universal Declaration of Human Rights language American missions like to quote. They remain Vincenzi’s account. This desk is not going to launder them into findings they have not earned. It is also not going to bury a certified complaint because the named ambassador later rotated out.

A second 2022 presidency letter in the Vincenzi file.

The two presidency letters on this page predate the embassy complaint by two years. They matter because they show Vincenzi was already inside Costa Rica’s official paper trail in 2022, during the Chaves administration, asking for residency and flagging the same conflict. A man who has letters from the Casa Presidencial is not a tourist who lost his passport. He is a complainant the host government had already been forced to acknowledge. The embassy’s alleged failure is the claim that Washington treated that paper as noise.

Telles left on January 19, 2025. Melinda “Mindy” Hildebrand presented credentials on January 8, 2026. Chaves left the presidency on May 8, 2026. Laura Fernández Delgado took the sash. None of those personnel moves withdraws a September 26, 2024, complaint. Diplomatic rotation is how the State Department avoids institutional memory. It is also how a neglected file becomes someone else’s incoming tray.

Costa Rica separately amended its constitution in May 2025 to allow extradition of nationals on drug-trafficking and terrorism charges. On March 20, 2026, it sent former Security Minister and ex-Supreme Court magistrate Celso Manuel Gamboa Sánchez, with Edwin Danney López Vega, to the Eastern District of Texas on U.S. cocaine charges. That case is not this complaint. It is the reason a clip of the Gamboa handover sits at the top of this page. When Costa Rica wants to move a powerful man, it can. When an American investor asks the embassy for a medical assist and a threat report, Vincenzi says the building left him on the sidewalk.

Consular officers are supposed to take death-threat reports from citizens, point them toward local counsel and local police, and, in a medical emergency at the gate, not treat a battered American as a scheduling problem. Vincenzi says the San José mission failed that minimum. He says the failure was not one rude guard. He says it was a pattern that included blocked residency paperwork and ignored threat logs.

Readers should hold two thoughts at once. First, complainants sometimes describe every closed door as a conspiracy. Second, embassies have a documented habit of protecting bilateral calm at the expense of individual citizens who accuse host-country elites. Costa Rica sells itself as the safe Central American bet for retirees and small hotel investors. That sales pitch is why Vincenzi’s file is not a private quarrel. If the pitch is real, an American who reports threats should not be left outside for three-quarters of an hour. If the pitch is marketing, the embassy complaint is one more exhibit.

Has the embassy opened an internal review of the September 17, 2024, gate incident? Not on any paper this newsroom has been given. Has the Department of State answered the certified complaint with a findings letter? Not that we can post. Has a U.S. prosecutor charged any San José employee over Vincenzi’s human-rights claims? No. Has Costa Rica extradited Gamboa? Yes. Do those facts cancel each other? No.

The honest status of this story in September 2026 is unfinished. A citizen filed. An ambassador left. A new ambassador arrived. A former minister left the country in cuffs on a drug case. The man who says he was refused entry is still the author of the PDF on this page. The AEGIS Alliance will add a document if one lands. Until then, the allegation stands where he put it: at the embassy gate, in writing, with two presidency letters underneath it and a Spanish version one click away.

    Corruption, defamation, and threats to safety have no borders. The devastating impacts of these crimes are far-reaching and undermine justice, eroding the foundations of lawful governance and human rights. In my own experience, systemic corruption in both the United States and Costa Rica has not only disrupted my life but has also exposed troubling patterns of misconduct involving public officials, law enforcement agencies, and international representatives.

    My ordeal began in Lee County, Florida, where I faced an orchestrated campaign of corruption and harassment. Key individuals involved include Sheriff Carmine Marcino, former Sheriff Mike Scott, and an unlawful immigrant named Miriam Pacheco. These parties participated in organized fraud, drug trafficking, and even a conspiracy to commit murder. Despite public exposure of these crimes, including documented solicitation of murder-for-hire (Case No. #53–35825) reported in The Naples Daily News, justice remains elusive due to the complicity of high-ranking officials like former U.S. Attorney General Loretta Lynch and former FBI Director James Comey.

    My false arrest photo, unlawfully publicized by Sheriff Carmine Marcino, has had devastating consequences. The fabricated charges of obstruction of justice and resisting arrest have destroyed my reputation, severely limiting my professional opportunities. This defamatory action represents a blatant abuse of power and highlights a systemic failure to protect the rights of innocent citizens.

    Seeking refuge from corruption in the United States, I relocated to Costa Rica with hopes of rebuilding my life and business. Unfortunately, the misconduct followed me. Their dismissive and negligent handling of my case exacerbated my vulnerability, leaving me exposed to threats and harassment.

    Local officials and attorneys in Costa Rica, including Richard Seaton, Carly Huba, and James Huba, have targeted me with fabricated criminal charges and defamatory campaigns. These coordinated attacks are part of a broader scheme to seize my hotel business and property. This conspiracy has not only harmed me personally but has also jeopardized the investments of U.S. citizens who trusted Costa Rica’s legal system.

As widely reported in the media, these crimes have escalated the country’s murder rate and endangered countless lives.

    Evidence from surveillance footage and public records reveals a disturbing pattern of cover-ups, conspiracies, and violent crimes. The involvement of minors in contract killings highlights a shocking disregard for human life and the rule of law. These atrocities must be met with decisive action to restore justice and protect innocent citizens.

    To address these injustices, it is imperative to hold all responsible parties accountable. The evidence I have presented includes court cases, police records, and witness testimony, all of which document the corruption and misconduct I have faced. My appeals to authorities, including Costa Rican President Rodrigo Chaves and Judicial Investigation Office (OIJ) Director Randall Zúñiga, emphasize the urgent need for justice.

    Key figures such as Sheriff Carmine Marcino and Ambassador Cynthia A. Telles must answer for their roles in perpetuating these crimes. The documented misconduct of these officials, including defamation, obstruction of justice, and conspiracy, represents a gross violation of ethical and legal standards. The integrity of our institutions depends on holding these individuals accountable.

    On September 14, 2024, I submitted a comprehensive criminal complaint to multiple authorities, including President Rodrigo Chaves and OIJ Director Randall Zúñiga. This complaint contains:

    Despite the overwhelming evidence, justice remains elusive due to obstruction and negligence by officials such as Fiscal Eduardo Mora Casconte. These failures have emboldened corrupt parties to continue their schemes, jeopardizing the safety and investments of countless individuals.

    On September 6, 2024, I also submitted a formal complaint to the Costa Rica College of Attorneys, detailing the roles of Francisco Eiter Cruz Marchena and Carlos Villegas Méndez in facilitating fraud and conspiracy. This complaint was forwarded to U.S. Secretary of State Anthony J. Blinken and the FBI to ensure transparency and accountability.

    In addition to facing threats abroad, I have been unlawfully placed on a U.S. Department of Homeland Security watch list. This flagging, based on falsified information from Sheriff Carmine Marcino, violates my constitutional rights, including the 14th Amendment’s guarantee of equal protection and the 4th Amendment’s protection against unreasonable searches and seizures.

    A TSA officer confirmed that fraudulent charges of obstruction and domestic violence, filed by Miriam Pacheco and supported by Sheriff Marcino, remain in their database despite being dismissed. This defamatory labeling not only restricts my freedom to travel but also places my safety at risk by portraying me as a threat to law enforcement.
