In August 2018, Ann Rodriquez, named in court papers as Jeffrey Epstein’s island manager, mailed her boss a short list of residential schools for her teenage daughter. What it did was drag a license-exempt Missouri program back into daylight at the same moment former students were already describing isolation, punishment systems, and medical neglect. The operators, Percy “Bud” Martin II and Debbie Martin, have not answered press queries. The campus closed in 2022. Evans, now a preschool teacher near Chicago, put the industry’s sales pitch in one line: kids are not inherently bad, and these campuses do not make “bad kids good.” They teach shame. Fraizer’s docket is what happens when that lesson meets a statute of limitations that finally moves. A Change.org drive that asked prosecutors to charge the Martins has circulated among former students since the campus emptied. Petitions are not indictments. The Yankowy complaint is at least a caption in a federal clerk’s office.

The Epstein sentence is nine words and a question mark. The Missouri record around it is years of closed campuses, survivor testimony, and a federal complaint that uses the word trafficking.
