LOS ANGELES — More than 100 federal, state, and local agencies spent a week in early February 2021 running Operation Reclaim and Rebuild, the annual California human-trafficking sweep led out of the Los Angeles Regional Human Trafficking Task Force. When the week ended they announced about 450 arrests statewide and 39 victims rescued, including children. ABC7 put Los Angeles County’s slice at 145 arrests. ABC10 carried the statewide 450. Riverside County, covered separately by The AEGIS Alliance, claimed 64 arrests and two women rescued of its own.
The brand is a week of decoy ads, motel knock-and-talks, and demand-side stings timed so every sheriff in the state can stand at the same kind of podium. Some of the 450 were people holding victims. Some were men answering a fake ad. The 39 rescues are the number that matters. A press conference that cannot separate the two is doing public relations, not accounting.
Five years later the same week, larger numbers
The 2026 edition ran the last week of January. Los Angeles County Sheriff Robert Luna said the week produced 611 arrests and 170 people rescued, including 14 juveniles, some as young as 13. Santa Maria PD’s recap listed 71 traffickers or exploiters among those 611. San Bernardino County claimed 44 arrests and 10 rescues. San Luis Obispo’s task force, in year eight of the operation, claimed six arrests and three women rescued. The method did not change. The stack got taller.
In 2025 District Attorney Nathan Hochman used the same banner to announce more than 500 statewide arrests, with LAPD claiming 205 of them and the recovery of seven minors ages 14 through 17. That is the pattern: a branded week, a statewide total, a local total, and a promise that this time the victims were rebuilt. The AEGIS Alliance will keep the rescues and keep asking who was actually charged with trafficking as opposed to solicitation.
