25 Canadians stole $21 million in 3-year ‘grandparent scam’ from older Americans

The indictment that landed in Vermont did not describe a clever one-off. It described a call-center product. On February 20, 2025, a federal grand jury in the District of Vermont returned charges against 25 Canadian nationals. The indictment was unsealed on March 4. Canadian police provisionally arrested 23 of them that day. Two men, including Gareth West and Jimmy Ylimaki, were described at the time as still at large. Prosecutors say the group spent from the summer of 2021 through June 4, 2024, working phones in and around Montreal and emptying the savings of elderly people in more than 40 U.S. states. The loss figure attached to the case is more than $21 million.

U.S. Immigration and Customs Enforcement, IRS Criminal Investigation, and the U.S. Attorney’s Office in Burlington built the file. The pitch the callers used is old enough to have its own name inside every state attorney general’s office: the grandparent scam. Someone phones a retiree, claims to be a grandchild, and says there has been an accident or an arrest. A second voice gets on the line as a lawyer or a bail clerk. The grandparent is told not to call anyone else. A courier appears at the door for cash.

According to charging papers and later reporting on the Montreal network, the operation rotated target cities week to week so local police would not see a pattern in one ZIP code. Callers created the panic. Collectors did the pickup. Coordinators moved the cash. U.S. prosecutors later described Stefano Zanetti, a Canadian tied to Montreal who was living a beachfront life in Panama, as the person who organized those collectors. Court papers in his case said the proceeds paid for a Porsche, boats, jet skis, private flights, and cocaine. In May 2026 a U.S. judge sentenced Zanetti to 15 and a half years, a $35,000 fine, and $780,870 in restitution.

Zanetti is not the entire 25-person Vermont list, and the government has been careful to say most of those charges have not been tested at trial. He is the first major figure from the wider Montreal grandparent-scam world to take a federal sentence while the rest of the docket sits in extradition. CBC and Radio-Canada reporting has described Gareth West, who presented himself as a real-estate developer and fitness influencer, as the alleged kingpin of the network prosecutors say Zanetti worked with. The Vermont indictment names West, Usman Khalid, Andrew Tatto, Stephan Moskwyn, and Ricky Ylimaki among the people accused of running call centers and, in some counts, conspiring to launder money.

Those five, if convicted on the top counts described in the government’s announcement, face up to 40 years. The remaining defendants face up to 20 years on wire-fraud theories. Those numbers are exposure, not verdicts. Most of the people arrested in Canada in March 2025 were still fighting extradition to Vermont more than a year later.

A nationwide fraud does not have to be prosecuted in the largest city it touched. Vermont became the venue because that is where the federal grand jury sat and where ICE and IRS-CI brought the case. Wire fraud is a statute built for this fact pattern: interstate calls, interstate money, victims who never met the people who emptied the account.

The victim pool was not a rounding error. Prosecutors talked about hundreds of older Americans. Some lost amounts that would have been a bad weekend for a hedge fund and a ruined retirement for a household. The scam works because the first 30 seconds sound like family. A shaky voice. A jail. A deadline. Grandparents who would hang up on a warranty call will drive to the bank for a child.

Arresting 23 people in Quebec on a U.S. indictment is the easy photograph. Moving them to a courtroom in Burlington is the work. Extradition between Canada and the United States is routine in drug and homicide cases. It is slower when defense lawyers can argue about dual criminality, bail, and which defendant is a manager versus a caller reading a script.

That delay is not a technicality for the people who already sent cash out the door. Restitution orders only bite if there is a convicted defendant and attachable money. Zanetti’s $780,870 order is a start. It is not $21 million. Luxury spending in Panama is the opposite of a recoverable asset. Porsches depreciate. Cocaine does not come back.

Global News and other Canadian outlets noted the geographic split on the original list: 24 people tied to Quebec and one to Ontario. That is a labor-market fact as much as a crime fact. Montreal has produced more than one call-center fraud shop aimed at English-speaking retirees south of the border. The scripts are in English. The cash is in U.S. dollars. The organizers, prosecutors say, sold themselves as businessmen.

The prevention advice is blunt because the scam is blunt. If a caller claims to be a grandchild in jail, hang up and call the grandchild on a number already stored in the phone. Real courts and real jails do not send couriers to collect bail from a living room. A demand for secrecy is not a legal strategy. It is the tell.

Banks have gotten better at flagging large cash withdrawals by older customers. They have not gotten good enough. Couriers still show up. Victims still hand over envelopes because the alternative, in the moment, feels like abandoning a child. That emotional math is why this industry persists after every press conference.

The Vermont charges are still allegations for most of the 25. Zanetti’s sentence is not. The $21 million figure is the floor the government was willing to put in a press release, not a promise that anyone will be made whole. Until extradition finishes, the call-center model remains easier to copy than it is to bury.
