The case began in July 2022, when a teenage girl told detectives at the Livingston Parish Sheriff’s Office that Sullivan had sexually assaulted her multiple times beginning when she was 14. Sullivan’s case became a flashpoint. In the months after his sentencing, Sen. Regina Barrow authored Senate Bill 371, allowing a judge to order surgical castration as a sentence in its own right when the victim is under 13. Gov. Jeff Landry signed it in June 2024. It took effect August 1, 2024, making Louisiana the first state to authorize judges to impose surgical castration as a criminal punishment. Refusal can add three to five years.
