Aerial video from January 13, 2025, showed long guns fixed to the vehicle in a way that made national headlines write themselves: assault rifles mounted on a car, a person shot by police, an officer sent to a hospital. The first hour of a police shooting is always a caption contest. The caption that survived the first night was not the charging document that arrived four days later.<\/p>\n
Byram Township police in Sussex County opened fire during an encounter at Camp Wheeler Road and Camp Allamuchy Road, near the Mount Allamuchy Scout Reservation and the Stanhope line. The AEGIS Alliance is not going to treat a helicopter still as a verdict. The official record that followed is narrower, uglier, and more useful than the first scanner traffic.<\/p>\n
Acting Sussex County Prosecutor Carolyn A. Murray and Byram Township Police Chief Daniel J. Dewald later identified the person shot as Rachael Noviskey, 31, of Hackettstown. Officers were called to the wooded intersection around 3:30 p.m. They described a sole occupant of a vehicle who was armed. A crisis negotiator was brought in. Officials say de-escalation failed. Noviskey exited the vehicle and was struck once by police gunfire. First responders treated her on scene and took her to Hackettstown Medical Center in stable condition.<\/p>\n
The firearm recovered, according to the prosecutor’s office, was a Kahr K9 9mm handgun. Officials said the weapon was discharged during the incident. Officers involved were taken to Newton Medical Center for evaluation and treatment. The New Jersey Attorney General’s Office assigned the Morris County Prosecutor’s Office to investigate the use of force, which is the state’s standard handoff when the agency that fired the rounds cannot be the last word on those rounds.<\/p>\n
Noviskey was charged with unlawful possession of a firearm, possession of a firearm for an unlawful purpose, pointing a firearm at a law enforcement officer, and possession of hollow point bullets. Those charges describe a handgun case. They do not, by themselves, explain why the first national stories led with rifles bolted to a roof.<\/p>\n

The New York Post<\/a> and other national desks repeated that frame before the prosecutor named the woman in the driver’s seat.<\/p>\n Two facts can sit in the same paragraph without canceling each other. First: aerial video showed long guns on the vehicle. Second: the charging language that followed centered on a 9mm pistol, hollow points, and pointing a firearm at an officer. A complete investigation has to account for both. If rifles were mounted on the car, the public is entitled to know whether they were loaded, whether they were reachable, and whether they moved during the confrontation. If they were theater, props, or inoperable, the public is entitled to that too. A photograph is not a ballistics report.<\/p>\n New Jersey firearm law is not a mystery to officers who work rural Sussex County. An armed vehicle in the woods near a youth camp will draw a tactical response. That legal backdrop does not answer the tactical questions that decide whether a shooting was necessary: distance, warnings, the path of the 9mm, whether Noviskey was advancing or turning, and how many seconds passed between the last command and the shot. Body-camera and dash-camera footage will answer those questions if it is released in full. Still frames from a helicopter will not.<\/p>\n Police shootings arrive in public as a single second. Everything around that second is argument. Departments want the public to see a rolling threat. Families want the public to see a person who might have been taken alive. Review boards are supposed to want the checklist: warnings given, less-lethal options considered, medical aid rendered, weapons recovered, statements separated before they can be aligned.<\/p>\n This newsroom has watched that checklist fail in other states. The Atlanta taser case that produced a $21 million civil judgment<\/a> did not look like a woods standoff in New Jersey. It looked like a street encounter that a jury later priced. The demand is the same. Evidence before slogans. The Byram file also belongs next to the Jersey Shore chokehold video over a beach pass<\/a> and the Alabama 911 call that ended with a man dead after he asked for help<\/a>. Different counties. Same question about what an officer does when the scene is confusing and the camera is rolling.<\/p>\n Police accountability coverage<\/a> on this site exists because the first press release is written by the agency that fired. Murray’s office did the minimum required of a prosecutor: name the person shot, list the charges, send the use-of-force review to another county. That is procedure. Procedure is not transparency. Transparency is the video, the radio traffic, and the inventory of every weapon on that sedan.<\/p>\n A finished public record on Byram Township would include the 911 call, the exact wording of commands, the number of rounds fired by police, the number of rounds fired from the Kahr, the condition of any rifles attached to the car, and the medical findings on both Noviskey and the officers who went to Newton. It would also include whether Noviskey had a prior contact history with Sussex or Warren County agencies and whether a mental-health crisis protocol was actually used or only named after the fact.<\/p>\n “Crisis incident” is language that can mean a genuine attempt to keep someone alive. It can also mean a label applied after a shooting to make the shooting sound inevitable. The presence of a negotiator cuts toward the first reading. The single shot and the stable hospital condition cut against the idea that this was a firefight measured in magazines. Readers should hold those details at the same time.<\/p>\n The AEGIS Alliance will not close this file on the strength of a roof rack. National copy about “assault rifles mounted on a car” did what national copy does: it traveled farther than the charging sheet. Local officials then produced a name, a 9mm, hollow-point counts, and a second prosecutor’s office. That is progress. It is not a conclusion.<\/p>\n Until the Morris County review and any available camera footage are public, the honest sentence is the dull one. Police in Byram Township shot a 31-year-old woman during an armed confrontation in the woods. She lived. Officers were evaluated. Charges followed. The picture that made the story famous still needs an evidence sticker.
