The AEGIS Alliance is still posting $5,000.00 USD for each arrest and conviction tied to a named list of Costa Rican public attorneys, a mayor, a judge, a notary, and the private actors Enzo Vincenzi says helped strip foreign investors of homes and a hotel in Jac\u00f3. The packet that carries those names went to President Rodrigo Chaves, then-U.S. Ambassador Cynthia A. Telles, and OIJ Director Randall Z\u00fa\u00f1iga. The zip of exhibits is still on this site. What moved, around the packet rather than inside it, is the government that received it, the ambassador who no longer sits in San Jos\u00e9, and a separate cocaine case that Costa Rica was willing to put on a DEA airplane.<\/p>\n<p><strong>Reward for information leading to arrest and conviction<\/strong><\/p>\n<p>A $5,000.00 USD cash reward, each, is offered for information that leads to the arrest and conviction of the following people, whom Vincenzi&rsquo;s filings accuse of public corruption in Costa Rica:<\/p>\n<ul>\n<li>Attorney Norma Cayaso<\/li>\n<li>Fiscal Attorney Carlos Villegas M\u00e9ndez<\/li>\n<li>Mayor Tob\u00edas Murillo<\/li>\n<li>Attorney Jos\u00e9 Juan S\u00e1nchez Chavarr\u00eda<\/li>\n<li>Judge David Ricardo Madrigal<\/li>\n<li>Judicial official Sandra Morales<\/li>\n<li>Yamileth de los \u00c1ngeles Araya Lara \u00ab\u00a0Mila\u00a0\u00bb<\/li>\n<li>Myra Cecillia Villalobos Chac\u00f3n<\/li>\n<li>Notary Sonia Villalobos Chac\u00f3n (Cell: 10487061)<\/li>\n<li>Attorney Yorleni D\u00edaz<\/li>\n<li>Junior D\u00edaz (practicing law without a license)<\/li>\n<li>Immigration Attorney Andrea D\u00edaz Berrocal<\/li>\n<li>Craig Anthony Atherton<\/li>\n<li>Attorney Christian Eduardo Zamora Sequeira<\/li>\n<\/ul>\n<p>In those filings the names are tied to conflict of interest, what Vincenzi calls discriminatory hate crimes, conspiracy to commit murder, and falsified domestic-violence charges, two of which he says were lodged in the Costa Rican Supreme Court and at the Jac\u00f3 police. Two U.S. citizens, Carly Huba and James Huba, are accused in the same packet of joining that effort, of publishing slander against Vincenzi and his hotel on TOP WIRE News, Medium, TripAdvisor, and Facebook, and of a scheme aimed at U.S. investors&rsquo; money and real estate, including his house and hotel. Those are allegations in a complaint and a set of exhibits. They are not a judgment. Ambassador Telles left the post on January 19, 2025. Ambassador Melinda \u00ab\u00a0Mindy\u00a0\u00bb Hildebrand presented credentials to President Chaves in San Jos\u00e9 on January 8, 2026, and the embassy said the safety of U.S. citizens would be a central part of her work. Four months later the presidency itself changed. On May 8, 2026, Laura Fern\u00e1ndez was sworn in as president. <a href=\"https:\/\/apnews.com\/article\/laura-fernandez-costa-rica-chaves-trump-aa0c3ea1712f6ee67235fb1bf6317ac2\" target=\"_blank\" rel=\"noopener\">The Associated Press<\/a> reported that she kept Chaves inside the government as minister of the presidency and minister of finance, an arrangement that extends his legal immunity and shields him from several investigations already opened by prosecutors and the Supreme Electoral Tribunal. The man the complaint was addressed to is no longer the head of state. He is a cabinet minister with a fresh layer of protection. Contact lines in the original offer that still name Telles are kept below as the historical record of who was asked to look at the file, not as a claim that she is still ambassador or that Chaves is still president.<\/p>\n<p>Vincenzi&rsquo;s theory of the fraud is a residency trap with a courthouse exit. Foreign buyers are told that $150,000 or more buys a path to Costa Rican residency and a clean title. He says the attorneys who were supposed to walk those filings instead blocked them, manufactured criminal paper \u2014 including domestic-violence counts he calls fabricated \u2014 and then watched liens and lawsuits land in the National Registry. Once the investor is out of the country, a lien is easier to defend than a person standing in a Jac\u00f3 courtroom. He calls that sequence a hate crime against U.S., Canadian, and other foreign owners. Readers can test the claim against the exhibits rather than against a slogan. They are not the same case. Costa Rica amended its constitution in 2025 so that its own citizens can be extradited on drug-trafficking and terrorism charges. On March 20, 2026, the country put former security minister and former Supreme Court magistrate Celso Manuel Gamboa S\u00e1nchez, and Edwin L\u00f3pez Vega, known as Pecho de Rata, on a U.S. aircraft bound for the Eastern District of Texas. It was the first extradition of Costa Rican nationals in the country&rsquo;s history. A grand jury there accuses Gamboa of conspiring to move cocaine toward the United States and of offering access to judicial information and institutional contacts. That is a narcotics indictment. Defense lawyer Rafael de la Garza asked the court on September 1, 2026, to push every date by 120 days, telling the judge the defense had opened its own inquiry in Costa Rica and still had most of the government&rsquo;s evidence to review. <a href=\"https:\/\/ticotimes.net\/2026\/09\/12\/celso-gamboa-defense-120-day-delay-texas-trial\" target=\"_blank\" rel=\"noopener\">The Tico Times<\/a> reported that the schedule being displaced had set a pretrial hearing for September 30 and a jury trial for October 5, and that U.S. prosecutors did not oppose the continuance. On September 17, Noticias Monumental reported that the trial against Gamboa in Texas had been postponed until February 2027. He remains in custody there. The drug case is moving slowly. The investor-fraud names on this page are not moving at all in any public conviction The AEGIS Alliance can cite.<\/p>\n<p>San Jos\u00e9 did show, in a different courtroom, that it will still chase the network Gamboa left behind. <a href=\"https:\/\/elpais.com\/america\/2026-06-29\/golpe-historico-al-narco-en-costa-rica-50-detenidos-y-bienes-decomisados-por-22-millones-de-dolares.html\" target=\"_blank\" rel=\"noopener\">El Pa\u00eds<\/a> reported on June 29, 2026, that a judicial operation detained about 50 people and seized assets valued at $22 million tied to the group that kept operating after the extradition, including activity around a Cahuita restaurant described as a hub. President Fern\u00e1ndez, who had promised a \u00ab\u00a0war\u00a0\u00bb on crime in her May 8 inaugural address and who has been openly hostile to judicial budgets, used the moment to attack precautionary release rather than to praise the raid. Phone videos attributed to L\u00f3pez Vega \u2014 cash, rifles, beach landings \u2014 circulated in the Costa Rican press in September and prompted a separate argument about who is allowed to hold evidence that was supposed to travel with the DEA. None of that paper names the Jac\u00f3 attorneys on this reward. It does show which kind of corruption the state has decided is urgent.<\/p>\n<p>Travel advice has been steadier than the politics. The U.S. Department of State advisory for Costa Rica issued April 2, 2026, is Level 2, \u00ab\u00a0Exercise Increased Caution,\u00a0\u00bb because of crime. It is not Level 3. Reporting in late May, when Ambassador Hildebrand visited Guanacaste Airport to push the Smart Traveler Enrollment Program, still described that Level 2 warning, along with rip currents that drown visitors every year. Canada and the United Kingdom publish their own crime cautions. None of those advisories decides Vincenzi&rsquo;s claims.
