It is a press release with a kill switch. The United Nations Office for the Coordination of Humanitarian Affairs reported on August 28, 2026, that Gaza’s Health Ministry had counted 1,303 Palestinians killed and 4,336 wounded after the October 10, 2025, truce was announced. UNRWA’s August 12 situation report put the war-long toll at 73,386 dead and 174,256 injured from October 7, 2023, through August 9, 2026. Israel kept firing. The crossings stayed on a timer. The agency that actually knows the refugee caseload was still locked outside the fence.

This is not a weather story. It is a siege with a communications shop. Israeli authorities have blocked UNRWA from bringing its own personnel and aid into Gaza since March 2025, including food parcels and shelter kits already stacked on the Egyptian and Jordanian sides. The trucks that do get waved through are not a mercy. They are a valve. Open them for a camera crew. Close them when the cameras leave.

What «renewed aid» looked like after the cameras left

When The AEGIS Alliance first published this file in May 2025, UN briefers were already saying catastrophe had outrun the convoys. The vocabulary has not improved. The Integrated Food Security Phase Classification said in its mid-August 2026 special report that the October ceasefire and a scale-up of assistance eased some famine metrics, then warned that 1.2 million people — 59 percent of Gaza — still sat in Phase 3 crisis or worse between mid-April and the end of June, including 212,000 in Phase 4 emergency. The projection through December 2026 pushed the crisis share to 67 percent, more than 1.4 million people. Without food assistance, IPC said, 1.9 million people — 90 percent of the strip — would face high acute food insecurity.

The famine declaration can be walked back on a spreadsheet. The anemia rate among pregnant women cannot. OCHA reported that more than 57 percent of pregnant women were anemic in the first half of 2026, with nearly 4,000 recorded miscarriages. WASH monitors found 84 percent of assessed households facing moderate-to-high water insecurity. OCHA has said more than 70 percent of people depend on trucked water that funding gaps keep threatening to stop. WHO logged 45 attacks on healthcare between January 1 and August 6, 2026. UNRWA has recorded 393 colleagues killed in Gaza since the war began — 311 staff and 82 people supporting the agency.

The 2026 Flash Appeal sat at about 40 percent funded when the acting UN special coordinator briefed the Security Council on August 26. Shelter stocks were depleted. Access constraints on critical items continued. Plans existed on paper. The warehouses that could fill those plans were still being told to wait.

Readers who want the shooting around U.S.-branded food sites should start with our earlier report on Israeli gunfire near an aid point that killed more than 30 people in a single incident. That was not a traffic accident. It was the logistics of a genocide dressed up as crowd control. The Gaza Humanitarian Foundation later folded. The dead from those lines did not come back.

The ceasefire Israel treated as optional

Gaza’s Health Ministry, cited by the Health Cluster and UN agencies, kept adding names after October 10, 2025. Hundreds dead by early summer. More than a thousand by August. On January 31, 2026, a single-day wave of Israeli strikes killed at least 32 people, among them women, children, and Hamas police assigned to keep order under the truce. Qatar, Egypt, and Jordan called those strikes what they were: ceasefire violations. Israel called them security. The rubble does not parse the difference.

Our report on how Qatar, Egypt, and Jordan condemned those January strikes sits next to this one for a reason. The mediators who sold the paper truce had to go on television and admit the paper was burning.

Settler violence in the occupied West Bank is running on a parallel clock. OCHA said fatalities from settler attacks in 2026 had already passed the total for all of 2025 by July 20. Since the beginning of 2026, OCHA’s August 28 briefing counted 79 Palestinians killed in the West Bank, including 19 children, and about 1,870 injured by Israeli forces or settlers. The occupation does not pause because a White House aide typed the word ceasefire.

The same occupation banned experienced humanitarian groups. Israel’s December 2025 move to revoke licenses for 37 international organizations, with operations ordered shut in early 2026, was the bureaucratic half of the same policy. Ban the agencies that know the camps. Keep the crossings on a timer. Announce «renewed aid» when a few hundred trucks roll, then fire toward the people standing in line. The IPC report itself flagged «uncertainty surrounding the renewal of operational authorisations» for those 37 groups as a reason food coverage was already falling.

Who is allowed to feed Gaza, and who is not

UNRWA is the agency built for this caseload. It has the lists, the schools-turned-shelters, and the staff who live in the same rubble as the people they serve. Israel has treated that fact as a crime. Since March 2, 2025, the agency has been blocked from bringing its own food, staff, and kits through the gate. Other pipelines exist on paper. They do not replace an institution that fed and schooled generations of refugees before the current campaign turned neighborhoods into powder.

UN officials have said for two years that the strip is unlivable by design. Housing stock is gone. Hospitals work on generators and borrowed time. The Lancet correspondence that put indirect deaths far above the official count still hangs over every ministry table. Identified bodies are the floor, not the ceiling. Children dying of wounds that would have been treatable if the hospital still had a surgical ward are not an act of nature.

The AEGIS Alliance will keep describing this as what UN experts, rights groups, and the casualty tables already describe: a genocidal campaign against a trapped civilian population, followed by a ceasefire Israel has treated as a pause button it can ignore. Aid that cannot enter is not aid. A truce that adds more than 1,300 dead is not a truce. Coverage that treats both sides as equally armed ignores the simple geometry of a fenced strip facing one of the most heavily supplied militaries on earth.

Ireland’s sporting public already understood the point. When Paddy McCorry beat a former IDF fighter and shouted Free Palestine, the cage was saying what the Security Council keeps softening. The people under the rubble do not need another adjective. They need the gate open and the guns pointed somewhere other than a bread line.

What the records actually say

Primary sources matter here because the competing narratives are not equal. UNRWA situation reports, OCHA humanitarian updates, and IPC maps are the ledgers. Israeli military briefings are advocacy. COGAT graphics that advertise daily truck counts do not cancel anemia rates, miscarriage counts, or the 393 UNRWA colleagues already buried.

The acting special coordinator told the Security Council in late August that tensions were rising and that international NGOs still faced constraints on access, supplies, and funding. That is diplomat-speak for a policy that has not changed: starve the system that feeds civilians, then claim the remaining trickle proves the siege is over.

If crossings stay shut to UNRWA, the food emergency the IPC already flagged can slide back toward famine without a new official war. That is the point of controlling the gate. The AEGIS Alliance will keep reading the sitreps, not the slogans.

OCHA counted 1,303 Palestinians killed after the October 2025 ceasefire.
