Campbell Barker signed an order in the Eastern District of Texas that did something Costa Rica&#8217;s old constitution had treated as unthinkable. He set jury selection and trial for Celso Manuel Gamboa S\u00e1nchez, the former security minister and former Supreme Court magistrate, for February 8, 2027, at 9:30 a.m. A pretrial conference was set for February 3. The plea-or-continuance deadline moved to January 4. The United States had already taken Gamboa, and Edwin Danney L\u00f3pez Vega, out of Costa Rica on March 20, 2026, the first extradition of Costa Rican nationals after a May 2025 constitutional change. That docket is not the complaint on this page. It is the contrast. Washington can put a former minister on a calendar. Enzo Vincenzi says the same government left him on a sidewalk.<\/p>\n<p>On September 26, 2024, Vincenzi, a U.S. investor, sent a <a href=\"https:\/\/theaegisalliance.com\/wp-content\/uploads\/9-26-2024-english-telles-embassy-complaint.pdf\" target=\"_blank\" rel=\"noopener\">certified complaint<\/a> to the American mission in San Jos\u00e9. He accused the embassy, then led by Ambassador Cynthia A. Telles, of organized public corruption, human rights violations, obstruction of justice, and negligence. The AEGIS Alliance is publishing that packet as an allegation file. It is not a Department of Justice indictment. No State Department charging document against embassy staff on these claims has been posted. The people who sat in the building have changed. The questions in the PDF have not.<\/p>\n<h2>What he says happened at the gate<\/h2>\n<p>Vincenzi says he put more than $1 million into Costa Rica and then ran into local attorneys, police, and diplomats. The companion <a href=\"https:\/\/theaegisalliance.com\/wp-content\/uploads\/9-06-2024-english-no-page-14-NOTICE-06-SEPTIEMBRE-2024.pdf\" target=\"_blank\" rel=\"noopener\">13-page dossier<\/a> dated September 6, 2024, and the <a href=\"https:\/\/theaegisalliance.com\/2024\/09\/16\/a-corruption-nexus-exposed-u-s-investors-quest-for-justice-in-costa-rica\/\">nexus article<\/a> name the Costa Rican lawyers and officials. This page is the embassy half: the gate, the phone, and the residency queue, on the day he says he asked his own government for help.<\/p>\n<p>He says that on September 17, 2024, after an attack by people he identifies as corrupt officials and public attorneys, he was left outside the embassy for more than 45 minutes without medical help. He says staff refused him entry when he tried to report death threats. He says a call was cut off. He says residency filings were blocked until he could not reliably buy food, water, or care. He says five death threats from Costa Rican officials and attorneys were logged and ignored. He ties those threats to fabricated domestic-violence charges and a foreclosure attempt already described in the September 6 notice.<\/p>\n<p>If those facts were proven in a U.S. proceeding, they would cut against the consular brief every embassy posts on its wall and against the Universal Declaration of Human Rights language American missions like to quote. They remain Vincenzi&#8217;s account. This desk will not launder them into findings they have not earned. They show Vincenzi was already inside Costa Rica&#8217;s official paper trail in 2022, during the administration of Rodrigo Chaves Robles, asking about residency and flagging the same conflict. A man with letters from the Casa Presidencial is not a tourist who lost a passport. He is a complainant the host government had already been forced to acknowledge. Melinda \u00abMindy\u00bb Hildebrand presented credentials on January 8, 2026. Chaves left the presidency on May 8, 2026. Laura Fern\u00e1ndez Delgado took the sash. None of those moves withdraws a September 26, 2024, complaint. Diplomatic rotation is how the State Department resets a room. It is also how a neglected file becomes someone else&#8217;s incoming tray. The mission&#8217;s public site is still <a href=\"https:\/\/cr.usembassy.gov\/\" target=\"_blank\" rel=\"noopener\">cr.usembassy.gov<\/a>. The PDF Vincenzi sent does not update itself when the portrait in the lobby changes.<\/p>\n<p>Gamboa&#8217;s case shows what the machinery looks like when Washington wants it to move. Defense lawyer Rafael de la Garza filed a 120-day continuance on September 1, 2026, in case 4:25-cr-00142, telling Barker the defense had opened its own inquiry in Costa Rica and still had most of the government&#8217;s evidence to review. Prosecutors did not oppose. On September 14 the judge granted it and wrote that the delay was needed so counsel could prepare. The government&#8217;s evidence, as described in Costa Rican coverage of the file, includes recordings of meetings with undercover agents, testimony from cooperators, and financial records that include $16 million in deposits in Mexico. Gamboa has not entered a plea. He is presumed innocent unless a jury says otherwise. L\u00f3pez Vega, known as Pecho de Rata, was extradited beside him. None of that cocaine docket names the Ocean Beach Jac\u00f3 fight, the Wells Fargo allegation, or the 45 minutes at the gate.<\/p>\n<p>That separation is the point, not a footnote. When Costa Rica and the United States want to move a powerful man on a drug charge, they amend a constitution, collect sentencing promises, put him on a plane, and then argue in Tyler, Texas, about how many months of discovery a former magistrate requires. When an American investor says he was refused a threat report and a medical assist, Vincenzi&#8217;s account is that the building left him outside. Those pieces do not convert the embassy PDF into a conviction. It is also not a decorative plaque. Consular officers are supposed to take death-threat reports from citizens, point them toward local counsel and local police, and, in a medical emergency at the gate, not treat a battered American as a scheduling problem. Vincenzi says the San Jos\u00e9 mission failed that minimum. He says the failure was not one rude guard. He says it was a pattern that included blocked residency paperwork and ignored threat logs.<\/p>\n<p>Readers should hold two thoughts at once. Complainants sometimes describe every closed door as a conspiracy. Embassies also have a documented habit of protecting bilateral calm at the expense of citizens who accuse host-country elites. Costa Rica sells itself as the safe Central American bet for retirees and small hotel buyers. That sales pitch is why this file is not a private quarrel. If the pitch is real, an American who reports threats should not be left outside for three-quarters of an hour. Not on any paper this newsroom has been given. Has the Department of State answered the certified complaint with a findings letter? Not one this desk can post. Has a U.S. prosecutor charged any San Jos\u00e9 employee over Vincenzi&#8217;s human-rights claims? No. Has a federal judge in Tyler set a cocaine trial for a former Costa Rican security minister? Yes. Do those facts cancel each other? No.<\/p>\n<p>A citizen filed. An ambassador left. A new ambassador arrived. A former minister is headed toward a jury in February 2027 on a charge that has nothing to do with a hotel in Jac\u00f3. The man who says he was refused entry is still the author of the PDF on this page. The AEGIS Alliance will add a document if one lands.
