He accused the embassy, then led by Ambassador Cynthia A. Telles, of organized public corruption, human rights violations, obstruction of justice, and negligence. The AEGIS Alliance is publishing that packet as an allegation file. It is not a Department of Justice indictment. No State Department charging document against embassy staff on these claims has been posted. The complaint still exists. The people who sat in the building have changed. The questions in the PDF have not.<\/p>\n<p>Vincenzi says he put more than $1 million into Costa Rica and then ran into a wall of local attorneys, police, and diplomats. The companion <a href=\"https:\/\/theaegisalliance.com\/wp-content\/uploads\/9-06-2024-english-no-page-14-NOTICE-06-SEPTIEMBRE-2024.pdf\" target=\"_blank\" rel=\"noopener\">13-page dossier<\/a> dated September 6, 2024, and the <a href=\"https:\/\/theaegisalliance.com\/2024\/09\/16\/a-corruption-nexus-exposed-u-s-investors-quest-for-justice-in-costa-rica\/\">nexus article<\/a> name the same Costa Rican lawyers and officials. This page is the embassy half of that story: what he says happened at the gate, on the phone, and in the residency queue when he asked his own government for help.<\/p>\n<h2>What he says happened at the gate<\/h2>\n<p>He says that on September 17, 2024, after an attack by people he identifies as corrupt officials and public attorneys, he was left outside the embassy for more than 45 minutes without medical help. He says staff refused him entry when he tried to report death threats. He says a call was cut off. He says residency filings were blocked until he could not reliably buy food, water, or care. He says five death threats from Costa Rican officials and attorneys were logged and ignored. He ties those threats to fabricated domestic-violence charges and a foreclosure attempt already described in the September 6 notice.<\/p>\n<p>If those facts were proven in a U.S. proceeding, they would cut against the consular brief every embassy posts on its wall and against the Universal Declaration of Human Rights language American missions like to quote. They remain Vincenzi&#8217;s account. This desk is not going to launder them into findings they have not earned. They matter because they show Vincenzi was already inside Costa Rica&#8217;s official paper trail in 2022, during the Chaves administration, asking for residency and flagging the same conflict. A man who has letters from the Casa Presidencial is not a tourist who lost his passport. He is a complainant the host government had already been forced to acknowledge. The embassy&#8217;s alleged failure is the claim that Washington treated that paper as noise.<\/p>\n<h2>The building changed. The filing did not.<\/h2>\n<p>Telles left on January 19, 2025. Melinda &#8220;Mindy&#8221; Hildebrand presented credentials on January 8, 2026. Chaves left the presidency on May 8, 2026. Laura Fern\u00e1ndez Delgado took the sash. None of those personnel moves withdraws a September 26, 2024, complaint. Diplomatic rotation is how the State Department avoids institutional memory. It is also how a neglected file becomes someone else&#8217;s incoming tray.<\/p>\n<p>Costa Rica separately amended its constitution in May 2025 to allow extradition of nationals on drug-trafficking and terrorism charges. On March 20, 2026, it sent former Security Minister and ex-Supreme Court magistrate Celso Manuel Gamboa S\u00e1nchez, with Edwin Danney L\u00f3pez Vega, to the Eastern District of Texas on U.S. cocaine charges. That case is not this complaint. It is the reason a clip of the Gamboa handover sits at the top of this page. When Costa Rica wants to move a powerful man, it can. Those pieces do not convert the embassy PDF into a conviction. They place it in a sequence: a 2019 Lee County arrest he calls false, a Costa Rica property fight, a 2024 notice to Chaves and Telles, a 2024 gate incident, and a 2026 extradition of a former minister on a different docket.<\/p>\n<h2>What an embassy owes, and what this one is accused of refusing<\/h2>\n<p>A U.S. embassy is not a hotel clinic. It is also not a decorative plaque. Consular officers are supposed to take death-threat reports from citizens, point them toward local counsel and local police, and, in a medical emergency at the gate, not treat a battered American as a scheduling problem. Vincenzi says the San Jos\u00e9 mission failed that minimum. He says the failure was not one rude guard. He says it was a pattern that included blocked residency paperwork and ignored threat logs.<\/p>\n<p>Readers should hold two thoughts at once. First, complainants sometimes describe every closed door as a conspiracy. Second, embassies have a documented habit of protecting bilateral calm at the expense of individual citizens who accuse host-country elites. Costa Rica sells itself as the safe Central American bet for retirees and small hotel investors. That sales pitch is why Vincenzi&#8217;s file is not a private quarrel. If the pitch is real, an American who reports threats should not be left outside for three-quarters of an hour. The mission&#8217;s public site is still <a href=\"https:\/\/cr.usembassy.gov\/\" target=\"_blank\" rel=\"noopener\">cr.usembassy.gov<\/a>.<\/p>\n<h2>The open questions this desk will not invent answers for<\/h2>\n<p>Has the embassy opened an internal review of the September 17, 2024, gate incident? Not on any paper this newsroom has been given. Has the Department of State answered the certified complaint with a findings letter? Not that we can post. Has a U.S. prosecutor charged any San Jos\u00e9 employee over Vincenzi&#8217;s human-rights claims? No. Has Costa Rica extradited Gamboa? Yes. Do those facts cancel each other? No.<\/p>\n<p>The honest status of this story in September 2026 is unfinished. A citizen filed. An ambassador left. A new ambassador arrived. A former minister left the country in cuffs on a drug case. The man who says he was refused entry is still the author of the PDF on this page. The AEGIS Alliance will add a document if one lands.
