This could be done using a number of ways; such as viruses, ransom-ware or malware, even hacking bank accounts. The money of the innocent becomes the money of the criminal hacker. We have received some intelligence about black-hat hackers in Vietnam; and they will now be exposed. The following is according to what we have received and has been translated into English. This was available for download, free of any viruses, and was in Vietnamese. Governments and others were encouraged by us to investigate these black-hat hackers.
