Modification of the weather among one of the best kept public secrets of the military industrial complex. Atmospheric spraying and Cloud-seeding for example, are well-documented, with backed up historical accounts, and have been discussed in mainstream media every so often. For some reason though, the issue is difficult for most people to even consider it. Perhaps because it sounds a lot like something out of a science-fiction movie, or it could be because the ramifications for our health and environment are so blatantly serious.
During Hurricane Harvey; and the flooding of Houston, the National Weather Service announced it needed to introduce additional colors to their satellite maps in order to more precisely present the magnitude of the hurricane downpour, which stunningly peaked at 50 inches. Many at the time suggested the storm was man-made in the sense that its intensity was the result of anthropogenic climate change, lessening the possibible weather modification as a factor.
The first weather modified and weaponize’d hurricane in 1947 caused widespread destruction to Georgia and South Carolina. This was the effect of an experiment that was Project Cirrus related, an initiative by the U.S. Government and General Electric, which was developing the technology for creating rain by seeding clouds with dry ice. One of the key scientists on the program was Bernie Vonnegut, brother of acclaimed American author named Kurt Vonnegut, and the details of this story are recounted in a book named The Brothers Vonnegut: Science and Fiction in the House of Magic, by Ginger Strand.
After the storm was seeded, researchers were surprised and shocked that their experiment worked a bit too well. The public was informed about GE’s program, which was forced to be shut down in order to avoid lawsuits for damages related to the hurricane.
“Later, they discovered the reason for the harsh skies. Immediately after they’d seeded it, the hurricane made a dramatic dog-leg turn. This placed a huge 7 over the Atlantic Ocean, it turned westward and plowed back to the mainland. It was battering Savannah with eighty-to-one-hundred-mile-an-hour winds when they flew over.” ~Ginger Strand.
The breakthrough discovery of Vonnegut’s team was that clouds are able to be nucleated with dry ice, along with other materials. After it is dumped into clouds from specially rigged up bombers, the dry ice causes water vapor to turn into raindrops, along with the weight of the newly formed drops sets off a chain-reaction of rapid rain and condensation.
Without support or cooperation of official agencies, the whole truth will most likely always remain concealed, however, some have developed intriguing theories indicating that Harvey was affected by interference that was man-made. Most noteworthy, the theory Harvey was ‘refueled’ several times during its final days over the coastline in Texas.
WeatherWar101 hypothesized, that the hurricane appears to have been fueled by man-made sources of water vapor, three times in total. It was also always in the same locations; and centering around the industrial oil production facilities in the coastal area and Houston. This claim hinges on satellite footage of Harvey, which is startling enough when taken at the face value of being a storm that occurred naturally, even further peculiar is when you consider the theory that ground facilities may be contributing to the rapid intensifying rainfall.

How would it be possible to refuel a hurricane and create trillions of gallons of rainfall? The process, according to WeatherWar101 is understood by the concept of water evaporating rapidly, it is this type of evaporation which takes place when heat is applied to water. In other words, man-made, or unnatural evaporation.
“The key to remember is that rapid evaporation is manmade, and is not natural in any way, and these off-shore bursts are identical to on-land bursts.” [Source]
This process is possible on a massive scale with industrial facilities designed to produce clouds and rain from ground installations. In fact, this is shown in the following video by BBC, with a reporter who visits a NASA facility to witness a test and the creation of rain by a machinery on the ground.
Is there equipment similar to this on the ground in oil facilities and other infrastructure of the oil and gas industry in Houston area? If so, could they have been placed strategically and deployed to refuel Harvey, something which would require deliberate coordination and planning?

Not the Only One Crying Foul
As Harvey approached landfall, a resident of Houston, Rebecca Reisig made the following post about what she’d supposedly come to know regarding the city’s storm preparations. Her claim was that local news and city officials were deliberately concealing the truth about Hurricane Harvey severity predictions, placing many lives into danger. She claimed the city was expecting around 100,000 homes damaged, and she was widely criticized for making such a claim, then local officials even issued a hoax warning.
Then, days after Harvey, the White House is now saying that 100,000 homes have been damaged. Reisig was correct.
Further analysis of the event, including a more thorough look at how the National Weather Service operates under the influence of corporations, and is found in the following video by Dane Wigington of Geoengineering Watch. Again, creating the picture that something else was influencing the hurricanes outcome, causing much more catastrophic damage than was possible by nature.
Hurricane Harvey was absolutely historic in the amount of rainfall it produced. Given the reality that there is unarguably programs and technology capable of intensifying a hurricane, is it possible that the storm was intentionally modified in order to increase the amount of destruction and damage?
